Salary Package: R 523,675.65 - R 616,849.35 per annum

Minimum Qualifications

  • Grade 12
  • B Tech in Quantity Surveying (NQF 6)

Preferred Qualifications:

  • BSc in Quantity Surveying (NQF 7)
  • Project Management Qualification will be an added advantage

Required Professional Registration

  • Registration with SACQSP (South African Council for Quantity Surveying Profession) as a professional Quantity Surveyor

Minimum Experience:

  • Minimum of Three Years’ experience post registration as a professional Quantity Surveyor.
  • Proven track record in managing high level projects, managing matrix structures, multi-disciplinary and multi projects
  • Experience in water infrastructure environment, will be an added advantage

Key Outputs:

Reporting to the Senior Manager: Secondary Business, the employee will:

    • Education Facilities Guidelines and National Education norms & standards.
    • Develop tender document specifications.
    • Lifecycle costing analysis.
    • Price and estimate of jobs based on site visits.
    • Review architectural plans and prepare quantity needs
    • Estimate the quantity and costs of materials
    • Liaise with Supply Chain Management (SCM) about the publication of tender documents
    • Co-ordinate project needs with the Contractor/consultant
    • Prepare contracts and documents.
    • Develop cash flow projections.
    • Provide inputs to life cycle costing.
    • Set budgets for payments, inventory needs, and materials
    • Analyse costs for maintenance and additional building needs
    • Track changes in plans or constructions; update budgets
    • Negotiate with contractors and subcontractors
    • Study feasibility reports carefully and make detailed recommendations regarding accuracy and quality of work done by consultants
    • Prepare internal costing of projects
    • Act as a liaison between clients and site managers/engineers
    • Keep track of construction materials and inventory
    • Identify potential financial or construction risks
    • Advise clients on improvements, strategies, and/or estimated costs
    • Prepare payments for contractors and subcontractors
    • Price tender bill of quantities.
    • Confirm that construction is in line with the initial goal of the project
    • Make inputs to Special Conditions of the Contract to ensure that specialised standards and criteria will be met
    • Give inputs to the design team to ensure that designers take all alternatives into account while doing the planning and the design of projects
    • Analyse completion reports and investigate if projects can be accepted as completed.
    • Measure and value the work done on site.
    • Investigate information regarding failures and propose remedial actions to ensure that similar defects do not occur in future
    • Co-ordinate projects with other role-players
    • Measure quantities of material required for site.
    • Measure sub-contractors work o site and prepare sub-contractors’ payments.
    • Track changes for construction work and adjusting of budget projections.
    • Ensure final account is correctly compiled as per EFMS check list
    • Submit final account to Department of Public Works for approval.
    • Perform any changes to final account and finalise.
    • Meet with ECDoE and submit Close out report as per EFMS check list.

Other Requirements:

  • Ability to conduct feasibility studies, estimating and pricing, bill production, final accounts, payment certificates, close out report and project management.
  • Knowledge of OHS Act
  • Knowledge of Environmental Act
  • Knowledge of Contract Construction (construction, materials, pricing, and industry)
  • Knowledge of Management Processes
  • In-depth contract knowledge of GCC 2015, JBCC, etc.
  • Knowledge of Supply Chain Management processes,
  • Knowledge of PFMA
  • Good overall knowledge of the water industry
  • Strong analytical and critical thinking skills
  • Excellent negotiating and interpersonal skills
  • Ability to organize, plan, and strategize
  • Above average networking abilities
  • Computer Literacy: knowledge of excel and power point presentation
  • Valid unendorsed driver’s license
