Minimum Qualifications:
• National Diploma in Civil / Mechanical Engineering or, Water Care (NQF 6) or N6 Equivalent Qualification
• Class V Process Controller certificate
Preferred Qualifications:
• Degree in Civil Engineering or Water Care (NQF 7)
Minimum Required Experience:
• 12- 15 years post qualification experience in line with DWS requirements for Class V
• Minimum 5 years management experience in a water environment Project management experience
Other Key Requirement:
• Valid unendorsed Driver’s licence
Key Outputs: Reporting to the Senior Manager: Secondary Business, the appointee will:
• Implement business plans for both primary and secondary waterworks and associated systems in the region to provide a reliable water supply, to improve the efficiency of the works and assets and to minimise the cost of production
• Upgrade the capacity and efficiency of water production infrastructure to maximise capital productivity, minimise operating costs and provide value for money to the end consumer
• Maintain communications with customers and adhere to service levels agreements to maintain adequate service levels
• Ensure that infrastructure, plant and equipment operate to specified standards to meet demands
• Manage the Financial resources within area of responsibility
• Manage Human Resources within area of responsibility
•Assess works and jobs for the development of business plans in support of regional, divisional and corporate plans and client’s objectives
• Assist with the development of business plans in support of regional, divisional and corporate plans and own sectional objectives
• Develop Operating Manuals for works
• Implement and develop operational policies, procedures, strategies and structures
• Liaise with the Planning and Development relevant Project Manager(s) to predict future demand
• Assist relevant Project Manager(s) regarding the upgrade of new and existing infrastructure
• Negotiate service levels on projects as applicable, e.g., NDPW
• Participate in the task or work teams that formulate and manage the water safety plans
• Formulate O&M documentation and description of the water supply system
• Develop supporting programmes (e.g., training, SHEQ practices, standard operating procedures, upgrades and improvement)
• Develop management procedures including corrective actions for normal and incident conditions
• Identify causes of substandard water quality
• Co-ordinate the service provided by the Maintenance Department in conjunction with the Maintenance Manager
• Manage and monitor the performance of staff and provide regular performance feedback in line with policy prescripts
• Provide monthly and quarterly feedback for various forums
• Assess and expedite maintenance requirements in conjunction with the Maintenance department
Other Requirements:
Knowledge of the Water Services Act, OHS Act and other applicable legislation
• Good Industrial Relations skills
• Computer Literacy - MS Office
• Telemetry experience in Scada and equipment
• Knowledge of General conditions of engineering contracts
• Valid unendorsed driver’s licence
• Effective communication skills
• Report writing skills
