Planning Technician

Planning & Development

Minimum Qualifications:

• National Diploma (Civil Engineering)

Minimum Experience:

• 4 years’ experience handling water and/or sanitation projects of which at least two years has been in a consulting environment handling water project

Key Outputs:

Reporting to the Planning & Design Manager, the employee will:

• Identify infrastructure requirements for all relevant Amatola Water Supply and Sanitation Systems

• Maintain a comprehensive database for technical statistics

• Provide support for the organisation’s strategic planning process regarding infrastructure

• Provide technical support to other sections and divisions

• Carry out reasonable and lawful instructions as given by the line manager/supervisor within the ambit

  of the position taking into consideration competencies and operational requirements

• Model and analyse infrastructure systems on network packages

• Identify system improvements and other system characteristics

• Make recommendations for further investigations and development possibilities based on the highest potential increase in revenue for Amatola Water

• Monitor data on raw water drawn, treated water per scheme and water billed to clients

• Identify existing water networks next to developments and plan for water services provisions for new developments

• Keep and update data on infrastructure e.g., capacity of Water Treatment Works, year constructed, production, diameter, type of materials and size of pipelines, reduced levels, etc.

• Prepare and update tables, graphs, and schematics for the Infrastructure Master Plan

• Participate with external agents that address regional planning issues

• Collate data and information from other regional and planning initiatives for inclusion in the Master Plan

• Formulate funding proposals and complete application forms to secure funding.

• Advise on the extension of new and old networks in the municipality by comparing existing and new infrastructure development requirements

• Produce reports on technical aspects of the supply system as requested.

• Conduct site inspections to research and verify information given by consultants

• Obtain approval of Scoping Report from relevant parties

• Monitor that proper site investigation such as geo-hydrology, borehole drilling etc. are done before preparing the technical report

• Obtain technical report from the consultant and analyse, give recommendations, and verify information

Other requirements needed

  •  Competency in working with Microsoft Office and Access
  • Knowledge of modelling water balance systems

  • Working knowledge of GIS (preferably ArcView) and CAD

  • Valid unendorsed drivers licence
