Applications are invited from suitably qualified and experienced persons to fill the position of the Chief Executive Officer at Amatola Water in the Eastern Cape from the Head Office in East London.
Amatola Water is a national government business enterprise (water board) in terms of Schedule 3(b) of the Public Finance Management Act. As an essential services utility, it is mandated by the Water Services Act (Act 108 of 1997) to offer services in bulk water supply (both potable and untreated water), wastewater treatment, and other related services, for public benefit in the Eastern Cape. Amatola Water commenced trading in April 1998. Amatola Water has net assets totaling R442 million, a turnover of more than R399 million, and a staff complement of just under 400. There are four divisions reporting to this position, namely: Executive Manager: Operations, Executive Manager: Finance (CFO), Executive Manager: Corporate Services, and Executive Manager: Planning and Development.
Minimum Qualifications:
• Post-graduate qualification in either Public Administration / MBA, Management, or Finance field from a recognized Higher
Education Institution (NQF Level 8 or above)
Preferred Educational level:
• B.Eng. (Hon) (Civil) and extensive experience in an Engineering environment or project management
• MBA
Minimum Experience:
• Extensive experience in Engineering operations and proven experience in a financial management position at the senior
management level.
• Extensive management experience with at least 10 years at the senior management level
• Extensive knowledge of National Treasury’s Regulations, Practice Notes, and Instruction Notes.
• Broad experience in stakeholder engagement and management.
Preferred Experience:
• Management experience in a water environment will be an added advantage.
• Public sector experience including interactions with other accounting officers, executive authorities, and oversight
structures of legislatures.
Key performance areas will include, but will not be limited to the following:
• Strategy and Corporate Business Plans development
• Align the mandate, mission, corporate objectives, and organization competencies
• Modelling and setting entity’s culture
• Financial management and legal compliance
• Provide support to the operation and administration of the Board
• Corporate governance
• Promote Amatola Water as a Provincial water utility
• Development of senior management team and human capital
• Drive operational efficiency and effectiveness
• Stakeholder relationship building and management
• Business growth and financial sustainability
