Minimum Qualifications:

  • B. Degree in Law/Commerce or Financial Management (NQF 7).

Preferred Qualifications:

  • Post Graduate Degree in Law/Commerce or Financial Management (NQF8) Postgraduate Diploma in Risk Management (NQF 8) or MBA.

Minimum Experience:

  • 5 years’ experience in a legal, financial, compliance, internal audit and/or risk management environment of which at least 2 years’ should be at a senior management level responsible for developing and implementing strategies, frameworks and programmes for risk management.

Required Professional Registration:

  • Either of the following from the Institute of Risk Management of South Africa (IRMSA) or Institute of Internal Auditors of South Africa (IIASA):
  • Certified Risk Management Practitioner (CRM Prac-IRMSA)
  • Certified Risk Management Professional (CRM Prof-IRMSA)
  • Certified Internal Auditor (CIA).

Key Outputs:

Reporting to the Chief Executive Officer, the appointee will:

  • Develop and review the Integrated Risk Management (IRM) framework to align it to best practice (policy methodologies, risk rating tables, procedures, terms of reference and templates)
  • Develop the IRM strategy
  • Develop an annual risk management plan in line with the IRM strategy
  • Develop and implement the risk appetite and tolerance framework annually Develop policies and procedures, as required in line with the IRM framework
  • Develop strategic assessment program/calendar
  • Maintain and review the strategic risk register and emerging risks through facilitation of risk assessments and reviews
  • Review and analyse operational risk management reports to extract relevant risk information for escalation to relevant Board Committees
  • Risk Assessments and monitoring
  • Risk Reporting
  • Establish guidelines for the preparation of reports to conform to Amatola Water’s strategic and IRM objectives
  • Provide the required IRM information and submissions to MANCO, Audit and Risk Committee, the Board and external stakeholders to provide assurance that organizational, divisional and emerging risks have been identified, and are being managed within AW risk appetite and tolerance framework
  • Disclose to the Board any risks that are outside AW risk tolerance for specific sign-off
  • Develop and monitor the Legislative register and Compliance Matrix
  • Develop, implement, and maintain the legislated compliance policy framework
  • Provide progress report on the risk assessments that have been conducted
  • Provide summary report per business unit or department and highlight areas or departments with high-risk issues
  • Compile risk management reports as required.

 

Other Requirements:

  • Knowledge and understanding of all relevant legislation - Public Finance Management Act, Water Services Act, King IV, Treasury Regulations, Corporate governance related best practice and guidelines, the business environment of Amatola Water and the Water industry in general, the factors influencing risk and compliance management, etc.
  • Excellent written and verbal communication skills
  • Knowledge and ability to analyse relevant theoretical models and systems and modify to suit AW specific environmental factors and constraints
  • Computer literate: MS Office
  • Valid unendorsed driver’s licence.
