Minimum Qualifications:

  • Grade 12
  • Degree Human Resource Management / Degree in Public Administration / Degree Industrial Psychology /Btech in the afore mentioned areas and or equivalent or any related field (NQF Level 7) SAQA Aligned Qualifications
  • Driver’s License is essential.

 

Added Advantage:

  • Masters/Honours Degree Human Resource Management / Industrial Psychology and related field
  • Professional Registration: IPM or SABPP

 

Minimum Experience:

  • Minimum of 7 years’ HR Generalist experience of which 5 years must be at middle management level within HR environment.
  • Supervisory experience of HR Administration, Training and Development and Industrial Relations Management, Wellness and Organisational Development (or any other three of the above-mentioned areas) is compulsory.

 

Key Outputs:

Reporting to the Executive Manager: Corporate Services, the employee will:

  • Research, develop and manage strategies, policies, and procedures for the Human Resources function.
  • Evaluate current practices against market trends and statutory legislation.
  • Map out current and future Human Resources requirements taking into consideration operational needs, skill scarcity and retention capability as influential factors.
  • Develop and manage Human Resources Plan and Human Resources strategies, Human Resources
  • Operational Plan/Business Plan, HR policies and procedures, and ensure compliance thereof.
  • Manage the annual operating and capital budgets.
  • Prepare draft budget (capital and Operational) for Human Resources within the guidelines and parameters provided by Finance.
  • Present budget to Executive Manager: Corporate Services for approval
  • Manage Human Resources Planning, Recruitment and Selection, attracting and Retaining People,
  • Managing Employee Turnover, Absence Management, and Talent Management to provide the Company with the necessary human resources by matching human resources to the strategic and operational requirements of the organisation, recruiting well qualified and competent individuals to ensure productivity at low cost and ensuring full utilization of the resources.
  • Manage Organisational Design and Organisational Structure
  • Monitor individual performance reviews.
  • Oversee Wellness Strategies and related policies.
  • Determine and advise on the staff levels required to ensure that Amatola Water is adequately provisioned with Human Resources
  • Compile a medium (1 year) to long term (3 year) Human Resources plan, taking into consideration such factors as natural attrition, labour turnover, development of new plants and schemes, etc.
  • Manage the recruitment function, monthly, as laid out in the prescribed Amatola Water Procedures
  • Manage and control Organisation change and development through the formulation of specific policies and procedures and forward/present to the General Manager: Corporate Services and/or the Management Committee (MANCO)
  • Manage the development and execution of the Learning and Development Strategy to achieve Strategic Objectives of the Organisation
  • Manage the Employer/Employee relations for harmonious and productive relationships.
  • As a member of the management team participate in the process of building/maintaining and managing potential conflict between management and the employee bodies
  • Initiate discussions with worker representatives on issues impacting employment relations in the workplace.
  • Maintain the adherence to the Code of Conduct and Agreements signed by both parties, and initiate corrective action as required.
  • Take responsibility for the development/maintenance approval of the Remuneration Policy, supporting the strategic compensation plan of Amatola Water for higher approval in collaboration with Finance and Specialist Service Providers, develop the operational plans for implementing the Policy, ensuring that all legal requirements are adhered to.
  • Define/adjust the role boundaries, workflow process and job design against laid down service delivery requirements and statutory regulations.
  • Determine staffing levels and preparing motivations for the filing of vacancies to complement functional objectives and requirements.
  • Take responsibility for HR Administration, including database management, accurate employee records, recording and reporting on all employee movements.
  • Maintain all HR policies, processes and procedures are documented, updated, and oversee the accurate application of such in Amatola Water
  • Disseminate information through publications and presentations outlining critical Human Resources interventions, scope, coverage, and benefits.
  • Approve the circulation of staff circulars detailing changes to terms and conditions of specific benefits, conditions of services and other related organisational issues impacting employment.
